Wheel of Fortune names a change of stage that arrives from outside and moves at its own pace. The card reads differently when the question is about timing than when it is about what still depends on you.

Wheel of Fortune upright
The stage changes because a larger cycle is turning, and with that turn comes an opportunity that was not there before. Wheel of Fortune describes movement independent of your efforts: someone else's decision, a shift in the market, a call after months of silence, a coincidence that rearranges the whole matter. The card is often favorable, but it is not a guarantee. It only says the situation has stopped being stuck. The opportunity from the Wheel has a deadline: if it is not taken, the wheel keeps turning without you.
Wheel of Fortune reversed
Resisting the turn costs the most when the change is coming anyway: clinging to the old arrangement only prolongs the bad stretch. More often, though, the reversed Wheel shows a repeated pattern: the same situation with a new cast, unrecognized, and so played out the same way again. It can also be a delay: the matter will move, just not on the expected date and not at a convenient moment.
Symbolism
A wheel with letters that spell ROTA and TARO hangs in the air, with nothing holding it up. On the left a serpent descends, on the right Anubis rises, and at the top sits a sphinx with a sword: the point where the motion pauses for a moment. In the four corners hover winged figures with books: the arrangement changes, the rules remain. This is the first card in the Arcana where the matter unfolds without the hero taking part.
How to read this card in a spread
In the "situation" position the card says the arrangement is shifting right now and your previous assumptions are losing their validity. In the "action" position it advises preparing for the turn instead of forcing it: gather the documents, reach out to the right person, be ready in the right week. As an "outcome" it points to change, more often favorable than not. Beside Justice the turn proves to be the result of earlier decisions; beside the Ten of Swords it closes a cycle that was ending anyway.
Love and relationships
A sudden turn: a message from someone in your past, a chance meeting, a shift in attitude after months of standstill. If you are single, it favors you on one condition: leave the house while the wheel is turning. For a couple it points to a stage that is ending on its own and only needs you to admit that the old version of the relationship is not coming back.
Work and money
A reorganization, a new boss, an offer that shows up without any searching, a project thawed after months on ice. The card recommends having an up-to-date resume and a salary range worked out before you need them. With money it describes uneven income: a good quarter after a weak one, a refund nobody planned for, but also the end of a comfortable arrangement.
