Justice deals with what can be verified: agreements, records, the consequences of earlier choices. Its tone depends on whether the question is about someone else's decision about you, or your own responsibility toward someone.

Justice upright
Judgment here rests on facts, not on how the matter looks from your side of the table. The card shows the moment when past decisions return as a result: a contract, a settlement, a conversation where you have to name your own part. The resolution will be proportional to what was actually done, not to intentions and not to how much you want a particular outcome. In formal matters it usually foreshadows a favorable result, provided the documents and the words line up.
Justice reversed
Reversed, the scales tip under the weight of the version that suits one side. Sometimes it is someone else's bias, sometimes your own: you leave out the detail that spoils the story. It also points to decisions made on incomplete information and matters put off because admitting the mistake costs more than the mistake itself. Less often it describes harshness toward yourself beyond any real fault: a bill you write yourself for something nobody else is counting.
Symbolism
The figure sits between two pillars, a raised sword in the right hand and scales in the left: first the measuring, then the cut. The sword is double-edged, so the verdict cuts both ways. A veil hangs behind her, so part of the case stays out of view. In the order of the Major Arcana, Justice follows right after Wheel of Fortune: once the wheel stops, someone tallies the effects of the turn.
How to read this card in a spread
In the "situation" position it describes a matter currently being weighed by an institution, by another person, or by you. In the "action" position it demands that the facts, dates and obligations be put in order before the first argument is made. As an "outcome" it means a resolution that matches the real state of affairs, not the expectation. Beside the Two of Swords it shows a decision postponed by avoidance; beside the Seven of Swords it points to a matter where something was concealed and is about to come out.
Love and relationships
In a relationship it is about an honest accounting: who contributes what, which agreements really hold and which exist only in the version told to friends. If you are single, it speaks more often of drawing conclusions from the last relationship than of repeating it with a new face. In a breakup it concerns the division of obligations.
Work and money
Contracts, amendments, settlements and performance reviews are this card's natural ground. It favors negotiating on numbers and written terms, not on goodwill. With money it points to the moment when earlier decisions, a loan, an overdue invoice, an unfiled tax return, demand to be settled, and sooner or later they will be.
