The Queen sits at the shore, touching the water without drowning in it. She is the mature form of the whole suit of Cups. As a situation, the card speaks of following an intuition you could justify if asked, and of care given without any fuss.
Queen of Cups reversed
Reversed, the Queen of Cups loses the boundary: other people's moods become her own, care quietly turns into control, and resentment gets hidden instead of spoken in time. It can also be a cutoff from intuition, decisions made against a clear gut feeling and regretted for a long time afterward.
Symbolism
The Queen sits on a throne set right on a stony shore; at her feet lie shells and pebbles, and beside her the sea is calm. She holds an ornate cup with handles shaped like angels, closed with a lid, the only one like it in the whole deck. Whatever is inside does not spill out. Her gaze is fixed on it and nothing else.
